we think that the Covernor's view is justified. The latest official estimate of population is 2,317,000 and this must include a large proportion of 'undesirables', as the Governor points out in paragraphs 3, 5, 6. The new immigration controls appear to be fairly effective in that the latest report is that the number of arrivals in the week ending 7th May approximately balanced the number of departures. But it seems only logical and sensible that the Governor should be enabled to expel the 'undesirables' who have already got into the Territory.

Another factor which af ́ects consideration of this matter is the recent reduction in the Hong Kong garrison and especially the transfer of the Commando Erigade. You are already aware that this transfer has seriously increased the Governor's anxieties about internal security and the preservation of order in the Colony. te think that action under the ordinance now would not merely improve morale in Hong Kong, but would also strengthen the Governor's hand by enabling him to reduce the 'undesirable' population among which the Communists are bound to foment trouble,

In the circumstances we would be grateful if you would consult Hutchinson about the Governor's proposal as soon as possible andlet us know his reactions, He may feel that to dɔ as the Governor suggests would make his own position even more
